Complex Conflicts in Hazard

Management

Obviously people are gonna want to do things differently - what do you do when it happens?? You cant exactly flip a coin or play rock paper scissors Cork - big old city in rep of ireland - rivers and coasts affect it. Very marshy. Basically built on islands between rivers, bit of a shit plan really Roads built over river channels - bad idea Ireland is just kinda dumb basically No more than a couple metres above sea level (central island) - prone to sea flooding and river flooding Steep hills north and south Rising sea level and more rainfall, subsidization of southern end of ireland, all a bit shit really 292 floods between 1841- At least 11 floods between 1988 and 2013 Overconfidence in ability to control the flooding in cork - worse than they thought 2 small hydroelectric dams built in 1950s have been used to control smaller river floods Clash between generating electricity - need high water level behind dam, and stopping flooding - need low water level behind dam Destroys businesses and houses - no more flood insurance and shit like that

Modified dam operations, flood forecast and warning systems, washlands, DIRECT FLOOD DEFENCES - controversial, walls around the central island, flow regulation on the south channel, pumps, no tidal barriers

Proposals put on display in 2016, foundation of Save Cork City campaign (dont like the walls, etc. shit people), dispute remains ongoing with no clear resolution in sight.

Lots of consultation (generally successful), but public participation failure Does OPW have the willingness or capacity to deliver alternatives Public participation as radical, disruptive and transformative

Framing - how people make sense and interpret an issue and the other factors involved. Depends on who looks at it How do these relate to larger policies and stuff??
