PURPOSE OF THE UNIT STANDARD

This Unit Standard is intended for people employed in Skills Development Practices in the Public Sector. It could, however, be utilised in other related fields as well.

Learners accessing this Standard will be able to analyse the characteristics of the South African Labour Market Policies (National, Provincial and Local) and be able to incorporate the relevant

policies in a local context.

More specifically, the learners will be able to:

  • Demonstrate an understanding of the South African labour market.
  • Assess the impact of social, economic, political and cultural influences on the labour market.
  • Identify the role that an identified business unit has to play in addressing the wider labour market focus.
  • Relate labour market research to Sector Skills priorities and demands and integrate priorities into own unit.

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING

In order to access this unit standard the learner will need a Matric or equivalent certificate. The learner will thus need to demonstrate competence in Communication at NQF level 4.

UNIT STANDARD RANGE

A variety of labour market documentation is identified to identify the skills priorities, such as Provincial Skills Plans, the sector skills plans etc and locally generated studies.

The linkages between the various role players are applied in a range of workplace situations.

Specific Outcomes and Assessment Criteria:

SPECIFIC OUTCOME 1

Demonstrate an understanding of the South African Labour Market.

The Labour Market elements are identified together with their influences on the Labour Market.

ASSESSMENT CRITERION 2

The impact of globalisation on the Labour Market is explained in terms of the South African context.

ASSESSMENT CRITERION 3

The formation of the unique character of the South African Labour Market is described through an explanation that covers the historical and current situation.

ASSESSMENT CRITERION 4

The on-going issues and debates confronting the labour market, such as labour market flexibility and de-regulation, can be outlined in relation to their impact on the work environment.

ASSESSMENT CRITERION 5

The Labour Market elements can be applied to show an understanding of the national and provincial Labour Market.

SPECIFIC OUTCOME 2

Assess and interpret the impact of social, economic, political and cultural influences.

ASSESSMENT CRITERION 2

Scarce and critical skills areas are identified in relation to own business unit.

ASSESSMENT CRITERION 3

Research is linked to National Skills Development Strategy, Sector Skills Plan and Workplace Skills Plan.

ASSESSMENT CRITERION 4

A basic development strategy and plan to address scarce and critical skills areas is compiled for own business unit.

ASSESSMENT CRITERION 5

The development strategy is reported to relevant stakeholders and recommendations are made to integrate strategy into the overall business plan of the unit.

UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS

Accreditation for this Unit Standard shall be obtained from the relevant Education and Training Quality Assurance Body, through summative and formative assessment by a registered assessor.

  • Assessors must be registered as an Assessor with the relevant ETQA.
  • Moderators must be registered as assessors with the relevant ETQA, or with an ETQA that has a Memorandum of Agreement with the relevant ETQA.
  • Training providers must be accredited by the relevant ETQA.

Moderation should include both internal and external moderation where applicable.

UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE

The learner must demonstrate a working understanding of the statutory, regulatory and other frameworks affecting the provision of public sector services to the extent relevant to apply an understanding of the characteristics of the South African Labour Market.   • Internal organisation policy, procedure and guidelines.
