Definition of Hazard

  • “A source of or exposure to danger”, or more simply “something with the potential to cause
harm”.
  • Either a situation, or act with a potential for harm in terms of human injury or ill health , or a
combination.

All matters referred to the committee from either the employees or the health and safety
representatives must be dealt with in a sufficient and formal manner.
In terms of section 20 of the OHS Act 85 of 1983 health and safety committees have the following
duties:
  • The employer must provide a suitable meeting place for committee meetings.
  • They may make and keep records of recommendations to employers and inspectors;
  • Where these recommendations do not lead to solving the matter, the committee may make
recommendations to an inspector.
  • Shall discuss, report and keep records of incidents in which someone is killed, injured, or becomes ill
  • Shall discuss incidents, injuries, illness, death and may report on an incident in writing to inspector
(Department Of Labour)
  • Shall perform functions as prescribed asper OHS Act 85 of 1993
  • Shall keep records of recommendations (3 years)

Health and Safety Committees and

Representatives

Health and Safety Representatives

  • A Health and Safety Representative, also known as a SHE Rep, is a person who is appointed in the
workplace to represent his/her fellow employees to ensure that all risks and hazards are identified and
dealt with as far as reasonably practicable under Section 17 and 18 of the OHS Act 85 of 1993.
  • The function of a Health and Safety Representative consults with and make representation to the
employer in the Health and Safety Committee on all safety, health and welfare matters which may
affect employees as well as any other person/s who may be affected by the work undertaken in a
specific workplace.
  • Health and Safety committee meetings must be conducted as often as necessary but should meet at
least once every three months.
  • When an employer employs more than 20 employees, he needs to appoint 1 SHE Rep for every group
of 50 employees for general industry and 1:100 for shops and offices.
  • The Mine Health and Safety Act 29 of 1996 Section 25(1) requires that every mine with more than 20
employees appoint a Health & Safety Representative for each shift at each designated working place
at the mine.

Health and Safety Communication

  • Managers and supervisors, both faculty and staff, shall establish, implement and maintain a
system for communicating with employees and students about health and safety matters.
  • Information should be presented in a manner readily understood by the affected employees
and students.
  • Verbal communications should be supplemented with written materials or postings if
appropriate.
  • Whenever appropriate, statutes and policies affecting employees and students shall be available
in the workplaces.
