Johor Bahru City Council (MBJB) is the city council that admis rates Johor Bahru city center and other areas of the Iskandar Malaysia area in Johor, Malaysia. This agency is under the Johor state government. MBJB is responsible for public health and sanitation, waste removal and management, town planning, environmental protection and building control, social and economic development, and general maintenance function of urban infrastructure. Due to transportation development in Johor Bahru city, facilities and amenities in Johor Bahru start to improvise the road and public transportation around the city. The demand of property market of this urban city in landing residential, happening infrastructure and education institution development has been propelling due to facilities provided across the city such as road around the city and to the nearby country which is Singapore.

Figures 5 and 6 show the proposed site is surrounded by commercial, community facilities, and residential. The current status of the Proposed Site is an empty land as shown in Figure 5. The proposed site's land title is a commercial land title with a maximum plot ratio of 1:6 as shown in Figure 6.

Furthermore, since this purposed site is an empty land status, the estimation of infrastructure expenses may not require huge and additional expenditure for demolition, excavations, and new infrastructure construction. The below image shows the current view of the purposed site and faces the main road of Jalan Tebrau which is more exciting proposing aesthetic development of the Arts of Music Performance and Commercial Centre.

1.2 Land price commercial properties in Johor Bahru

As shown in the information on commercial land properties price at Taman Pelangi in Figure 7, the price is RM112 per square foot. From the research, the price for the commercial land property is a current value. The land price estimation for the proposed site is under the commercial land property sale price as the zoning for the site is a commercial zone (Johor Bahru, Taman Pelangi, Johor Bahru, Johor, 400000 Sqft, Commercial Properties for Sale, by William Pang, RM 45,000,000, 34328733, n.).

1.2 Strengths, Weaknesses, Opportunities, and Threats (S.W.O) of Development Proposed Site

SWOT analysis is a method of thoroughly analyzing the workplace environment. This research is frequently applied in strategic development planning. The purpose of a SWOT analysis is to maximize strengths and opportunities while minimizing threats and weaknesses.

Strength – The design of this project is located at a strategic site as the proposed site is located beside the main road which can provide easy access for the public into the site and could give great development in planning the commercial center (Arts of Music Performance and Commercial Centre). Furthermore, the site context is consisting of a both commercial and residential area which is located in the heavy commercial spot area thus increase the permeability of the site. Subsequently, the low rise building around the proposed site will maximize visual access through from outside site. In additional, the proposed site is surrounded by many existing facilities such as clinics, hotels, malls, gas stations, restaurant and bank.

Weaknesses – Although Johor Bahru's landmarks and architecture are interesting, events and activities are limited in duration and lack interactive features. The high gap of differences onto the pattern for human flow and activities between morning and evening time is one of the reasons some of parks and open space are rarely used by the visitor but it could give the design development an idea potential to provide spaces area that can visitor use significantly during the period such as chillout area that provides food and beverage spaces. The existing site area is unrecognised, this will be a weakness in the project development that will take place shortly. Aside from the significant unpredictability, investment in a project construction may obtain a good return. A variety of risk elements, such as the slope on the site, will cause various assessment ponding water spot along site parking at Jalan Jaya, determine the degree of uncertainty.

Opportunities – Due to poor of layout planning and lighting consideration and also lack of proper performance showcase and commercial centre in Johor Bahru is the opportunity to create new public commercial building (Arts of Music Performance and Commercial Centre) for the community in Johor Bahru. The new development is to integrate the local paths and building. In other view, the site context allows to create a mixed development building especially commercial and community. The new public commercial has potential to be new node and attraction to the community as the site is surrounded by many existing residential, commercial and facilities. However, due to the lifestyle economic crisis, the new development has capability on job vacancy opportunities for community. Then, the new public development is to ensure the safety and bring ease for users to access the site and this will encourage the consistent human activities around the site. Furthermore, ponding water along Jalan Jaya will be prevent by proposing a systematic drainage.

Threats – The proposed site is very close to the primary road may cause the disturbance of noise from the vehicles to the site. The roads adjacent to the purposed site may become congested, especially during peak hours due to the narrow width of the road around the site, which is the characterised by significant unpredictability. As a result, various hazards may arise during the construction process and to the operational building. This might affect to the residential area in terms of human flow, activities and car parking. The purposed site also facing the possibility of broken twigs due to old trees and Tree roots have the potential to damage drains, and if not treated by a skilled plumber, it might lead to costly repairs if left unattended. Those risks might affect earnings and reduce the feasibility factor to the point where it is no longer possible to invest in project development.

1.4 Natural Light Effect on Health

Learning in a healthy setting allows individuals to have a better understanding and knowledge of the subject. As a result, it is critical to be aware of the environmental factors that affect an individual's learning process and to prevent negative stimulants from enhancing one's performance (The 6 Environmental Factors That Affect the Learning Process, n.). Inadequate and inefficient energy settings result in health problems, a shorter attention span, and poor occupant performance (Mott et al., 2012). In addition, pleasant lighting quality is always gratefully received and linked to human comfort and performance, aside from psychological effects, especially throughout a project, and it is beyond the recommended range to build an objective relationship between light and productivity, as many other factors are taken into accounts, such as noise, air quality, and temperature ((PDF) Review on Visual Comfort in Office Buildings and Influence of Daylight in Productivity, n.).

1.4 Artificial Light Impact on Visual Comfort

According to the Illuminating Engineering Society "Daylighting relates to the art and practice of allowing shaft sunlight, indirect skylight, and reflected light from of the outdoors into a structure to assist to lighting requirements and energy savings through the use of artificial lighting controls" (IES RP-5 - Recommended Practice for Daylighting Buildings | Engineering360, n.). However, human comfort is influenced by physiological factors, but human satisfaction is controlled by psychological factors. The significance of visual comfort and visual satisfaction, which are assessed by certain characteristics, are essential aspects in developing outdoor urban spaces when considering artificial lighting ((PDF) The Impact of Artificial Lighting on Visual Comfort and Visual Satisfaction of People with Special Reference to Outdoor Public Spaces in Colombo, n.). Furthermore, the capacity and effectiveness of a people's photo-sensory perception affect their visual comfort and satisfaction ((PDF) The Impact of Artificial Lighting on Visual Comfort and Visual Satisfaction of People with Special Reference to Outdoor Public Spaces in Colombo, n.).

Hence, the need for proper rehabilitation of existing development and redevelopment construction with lower energy demand to minimize energy consumption in thermal buildings and hence fossil fuel usage (Piotrowska & Borchert, n.). The quantity of heat loss is mostly influenced by the size and insulation of windows (Piotrowska & Borchert, n.). In addition, the building's energy efficiency is a measurement of the sum of energy saved to the quantity of electricity consumed or predicted (Piotrowska & Borchert, n.). Next, energy efficiency refers to reducing the energy usage of manufacturing, operations, and service operations (Piotrowska & Borchert, n.). Then, the energy required for heating, cooling, ventilation, and air conditioning, as well as the power consumed by the device, is referred to as the building (Piotrowska & Borchert, n.).
