1. Development Administration (1950s to 1960s Era)
As a field of study, having evolved from traditional PA, Development
Administration (DA) came in the 1950s and 1960s with the third world countries as
the thrust and mandates of the said study, though not limited or exclusive to the
Third societies alone.
During that time, many existing literatures were developed and design as
working frameworks for understanding the concepts and effects of a Third World
country which, in the recent past, suffered from brunt of colonialism and
imperialism, a form of political and economic control and dominance by powerful
First World countries and economies. Many theories of development and
underdevelopment surged high in the academe and were treated well as bases of
arguments among scholars. And one of them is the drive for Development
Administration.
Third World countries or the developing states became the center of
development administration since this society lack (basic) social services of the
improvement of the quality of their lives. Majority of the people under this
disadvantaged society felt not only abused but also neglected and had little access
to government resources and public good, keeping their human development index
way below average, if not very low. Specifically, those countries that were
devastated by war or civil strife, countries under post-authoritarian regimes, or
countries that were for time basically subsistent as a result of regional conflicts, and
a decade of aftermath following World War II.
Development Administration should find effective strategies and innovations
by management or simple cooperative networking in order to reach the lower level
constituencies and provide the delivery of basic goods, and accelerate the
distribution of basic education programs, primary health care, supply of portable
artesian wells, decent housing, among others. Development Administration aims to
assist societies that are undergoing physical reconstruction because of natural
calamities, famine and hunger, or the post-world era.
Apart from these services needed to be delivered to the public, the
government should assure that they have access to the provisions. Government
should likewise research for alternative administrative model or toll that would
enable them to respond to the dire needs of the people. The Philippines for one, in
the quest of DA within these periods, had concerned herself with increasing its
production capability to meet the growing needs of the public, though as expected,
it ended in somewhat futile efforts.
